System maintenance is a set of tasks focusing at ensuring that the equipment is available and that the capacities necessary for its proper functioning are available (supply, storage and distribution of spare parts)
In the systems maintenance of the French military equipment, the 3 sectors combined have big influence on an international scale. States must be able to constantly adapt their systems to take part in new challenges. The objective is to be able to deal with potential threats on national territory and abroad.
SEA :
The shape of the fleet, as well as the numerous demands and external actions of the French Navy, puts pressure on its availability. A slight delay in the maintenance cycle of a frigate can threaten the schedule of the entire fleet. The opening up of maintenance contracts since 2005 has led to healthy competition and a spectacular rebound in availability rates for naval vessels (from 60% to 90% in 15 years). Competitiveness would have also made it possible to control maintenance costs. In addition, CNN MCO or Les chantiers Piriou de Concarneau, Naviris is the first European naval defense alliance between the French Naval Group and the Italians Fincantieri.
AIR :
In 2018, the DMAé became the Directors of Aircraft Maintenance. Its ambition is to guarantee the availability of equipment and control costs, based on a renewed relationship with industrial partners involved in the search for performance. It is responsible for the reform of the MCO, aimed at verticalizing contracts.
For example, in May 2019 the Ministry of the Armed Forces approved a new strategy proposed by the DMAé for the support of Dauphin and Panther helicopters. The plan is to assign the management of this equipment to a participant to ensure the management required by the Ministry of Armed Forces and the DMAé. The Industrial Aviation Sector (SIAé) will be in charge of managing all support and will act as an intermediary with the various industrial players involved in maintenance operations.
The MCO is one of the most important parts of a chain of defense. In the Defense sector that is globally dominated by the United States, France focuses on common projects and a centralized organization. This can be seen with the growth of Sabena Technics, a French group that is multiplying buy-outs in the MCO segment.
